Published today in the Official Gazette of the Federation was the Agreement by which the General Health Council recognizes the epidemic of the disease caused by the SARS-CoV2 virus (COVID-19) as a serious disease of priority attention and seeks to establish the preparedness and response activities for said epidemic.
Through it, the Council not only sanctions various epidemic preparedness, prevention, and control measures previously designed, coordinated, and supervised by the Ministry of Health and implemented by various governmental entities, but also provides that it will be said Ministry that will define, by consensus with the other competent entities, the measures necessary for the prevention and control of the epidemic, including its start and end dates, as well as its territorial extension. Technically, this agreement does not entail the exercise of the Extraordinary Action in Matters of General Health by the Ministry of Health, nor, consequently, the exercise of the powers referred to in Article 184 of the General Health Law, including the regulation and/or limitation of the movement and/or gathering of persons, land, maritime, and air transit, as well as any other measure that said Ministry may deem appropriate.
