Measures to Maintain the Operation of Foreign Trade Procedures

Yesterday, the Directorate General of Trade Facilitation and Foreign Trade published the measures to maintain the operation of Foreign Trade procedures remotely and thereby protect the health of its workers and users during PHASE 2, through Official Letter No. 414.2020.826.

I. Certificates of Origin and TPLs. The response period continues to be 3 business days; they may only be picked up on Tuesdays and Fridays from 9:00 to 12:00, at the representation offices and at the DGFCCE window. In the coming days, the date will be announced from which eligibility certificates (TPLs) will no longer be issued on security paper and will instead be issued electronically, on the business day following the request, being valid before customs. II. Automatic Import Notices for steel products. Until further notice, it will not be necessary to attach a copy of the mill certificates, only the quality certificate, in notices concerning the tariff classifications comprised in headings 7202 and 7305 through 7317. III. Ratification in quota procedures. Import quota applications will be accepted even without ratification by the certified public accountant of the representation office. IV. Rule 8 Authorization. Regarding consultations with the industrial sector (item 2 of Annex 2.2.2 of the SE Rules Agreement), depending on the goods in question, they will be sent as text by email. Notices stating that commercial information labels contain inaccurate data must be sent to the DGFCCE through the email address DG: dgce.nom@economia.gob.mx VI. Drawback refund request. It must be submitted through the email: dgce.drawback@economia.gob.mx on business days and during business hours. VII. Attestation of Facts, IMMEX Program. As of Monday, March 30, 2020, applicants must upload the requirement known as the Attestation of Facts (Fe de Hechos) in the VUCEM. VIII. Accreditation of liaisons. For all procedures submitted or completed via email to the designated accounts, acceptance of validly receiving and sending information through the email accounts must be stated by means of a free-form written document signed by the legal representative. The DGFCCE’s physical window will remain closed, except for the delivery of certificates.
