New Secondary Laws Modify the Energy Sector in Mexico

On March 18, 2025, the Mexican government published a series of New Secondary Laws that change the regulatory framework of the energy sector in the country. These New Secondary Laws introduce new changes aimed at redefining the role of the main participants in the energy industry and centralizing regulatory oversight.

On March 18, 2025, the Mexican government published a series of New Secondary Laws that change the regulatory framework of the energy sector in the country. These New Secondary Laws introduce new changes aimed at redefining the role of the main participants in the energy industry and centralizing regulatory oversight.

The main impacts of the New Secondary Laws include:
• The repeal and replacement of the laws governing the hydrocarbons and electricity sectors.1
• The transformation of the Comisión Federal de Electricidad (“CFE”) and Petróleos Mexicanos (“Pemex”) into State-Owned Enterprises.
• The elimination of independent agencies, with the dissolution of the Comisión Reguladora de Energía (“CRE”) and the Comisión Nacional de Hidrocarburos (“CNH”), transferring their functions to the Secretaría de Energía (“SENER”) through the newly established Comisión Nacional de Energía (“CNE”).

The New Secondary Laws mark a shift in Mexico's energy sector, consolidating control within SENER and redefining regulatory and operational responsibilities.
