Publication of legal provisions in preparation for the entry into force of the USMCA

In preparation for the entry into force of the Agreement between the United Mexican States, the United States of America and Canada (USMCA) on July 1, 2020, the corresponding promulgating decree containing the full text of the treaty, its amending protocol and several side agreements was published today in the Official Gazette of the Federation.

However, the Spanish-language version of the USMCA uniform regulations regarding Chapters 4 (Rules of Origin), 5 (Origin Procedures), 6 (Textile and Apparel Goods) and 7 (Customs Administration and Trade Facilitation), which are essential for their clarification and application, is still pending publication in the same official medium. Likewise, amendments to various federal laws, necessary to bring the content of the USMCA into line with the Mexican legal framework, are in the process of discussion and approval in the Congress of the Union. Among the laws that will be amended are the Customs Law, the Federal Copyright Law and the Federal Criminal Code, the Law on General Import and Export Duties, and the issuance of the Quality Infrastructure Law and a Federal Law for the Protection of Industrial Property is anticipated. The publication of both the regulations and the amendments to the aforementioned laws is expected to take place tomorrow at the latest. New methodology for electricity transmission service charges applicable to self-supply and cogeneration
