On April 24th the Federal Electricity Commission (“CFE”) issued four international public bids for the construction of combined cycle power plants in several States of Mexico (the “Bids”).
These Bids have been promoted by the Federal Public Administration to continue fostering the CFE presence in the power generation market.
In general terms, the Bids contemplate the following aspects:
1.- The Bids aim to award engineering, procurement, and construction contracts (“EPC Agreements”) for the following projects:

| CFE-0001-CASAA-0005-2021 | Power plant with a net annual capacity of 680.598 MW. | San Luis Rio Colorado, Sonora |
2.- International and domestic companies are entitled to participate in the Bids provided they demonstrate their experience, and technical and financial capacity. Participation can be undertaken individually or through a consortium.
3.- Participants shall meet, inter alia, the following requirements: (i) their corporate purpose includes construction, operation, and maintenance of energy infrastructure projects; (ii) during the last five years, they have executed and completed a contract related to the construction of power plants with at least a 250 MW capacity; and (iii) their proposal must include a 25-year performance guarantee on the power plant´s gas turbines.
4.- Participants must post a bid bond in the form of a standby letter of credit in the amount of USD$10,000,000.00 (ten million dollars.)
