The Electronic Bidding and Opinion Request System (SISELO) of the Federal Economic Competition Commission (COFECE) starts operations
Under Articles 98 and 99 of the Federal Economic Competition Law (FECL), COFECE has the authority to issue opinions or authorizations in granting licenses, concessions, permits, assignments, and sale of shares of the concessionaire or permit holder companies.
On September 11, 2023, COFECE published in the Official Gazette of the Federation (DOF) the decision by which it declared SISELO´s functionality. Therefore, as of September 12, 2023, all the procedures for issuing opinions or resolutions concerning granting licenses, concessions, permits, and others must be carried out only through SISELO.
For COFECE to process new opinion requests, it will be necessary to have an account in COFECE’s Electronic Procedures System, have an Advanced Electronic Signature, and follow the Guidelines for the issuance of opinions or resolutions in the granting of licenses, concessions, permits and similar, by electronic means published in the DOF on February 13, 2023.
SISELO will allow users to submit documents, receive notifications, access files remotely 24 hours a day, and generally manage the entire procedure electronically.
