A. Award of Mixed Development Projects from the First Call
On February 6, 2026, the Federal Electricity Commission (the “CFE”) and the Ministry of Energy (“SENER”) published the First Call for Mixed Development Schemes (the “First Call”). The First Call for proposals aimed at the development, financing, construction, operation, and maintenance of renewable energy projects under the Mixed Investment model to meet certain capacity requirements in different regions of the country. In that context, on June 5, 2026, the CFE issued the corresponding award decision, through which it awarded a total of 37 projects to 31 private-sector developers.

The CFE rejected a total of 46 projects following the corresponding technical and financial evaluation. According to the rulings issued by the CFE, the proposals were rejected due to lack of bids, transmission grid saturation, technical unfeasibility, and financial non-compliance. Additionally, the CFE determined that these bids did not guarantee the best economic terms for the State, as they projected “Internal Rates of Return” between 14% and 16%, with monomeric prices significantly exceeding regional reference values.
B. Updated Timeline for the Second Call for Bids
On May 11, 2026, SENER published in the Official Gazette of the Federation (“DOF”), the “Second Call for Priority Consideration of Applications for Electricity Generation Permits and Interconnection to the National Electric System, in Line with Binding Planning” (the “Second Call”), whose objectives, scope, and specifications can be found here.
Subsequently, on June 8, 2026, SENER published in the DOF the “Agreement Issuing the Amendment to the Second Call for Priority Consideration of Applications for Electricity Generation Permits and Interconnection to the National Electric System, in Line with Binding Planning” (the “Amendment to the Second Call”). This represents the second extension of the timeline.
The Amendment to the Second Call establishes a revised timeline for certain stages of the procedure, including the resolution of objections, the release of interconnection study results, the acceptance of Interconnection Works and Reinforcement Works, and the issuance of generation permits by the National Energy Commission (“CNE”). The updated schedule is set forth below:
