Signing of the “Comprehensive and Progressive Agreement for Trans-Pacific Partnership”

Today, March 8th, 2018, the “Comprehensive and Progressive Agreement for Trans-Pacific partnership”, better known as TPP-11 or CPTPP, was signed in Chile, with the participation of Australia, Brunei, Canada, Chile, Malaysia, Japan, New Zealand, Peru, Singapore, Vietnam and Mexico. The agreement is signed just as the government of the United States is announcing that it will impose tariffs on imports of steel and aluminum.

Approval of the Mexican Fintech Act

On March 1st, 2018, the Chamber of Deputies approved a Decree (“Decree”) issuing the Financial Technology Institutions Act and amending and repealing various provisions of the Credit Institutions Act, the Securities Market Act and other related regulations ("Act" or "FinTech Act").. In accordance with said Decree, the FinTech Act has been sent to the Federal Executive for its promulgation and publication in the Federal Official Gazette.

The Federal Electricity Commission published the bidding terms for the first direct current transmission line.

On February 8th, 2018, the Federal Electricity Commission published the terms of bid number CFE-0036- CASOA-0001- 2018 for the design, construction, equipping, installation, operation and maintenance of the first direct current transmission line in Mexico.

The Ministry of Energy calls for The International Public Bid for the interconnection of the Mexican Electric Systems.

On February 2nd   the international public bid number LT/SENER-01-2018 (the “Bid”) issued by the Ministry of Energy (“SENER”) was published in the Official Federal Gazette. The Bid aims to award a Contract for Management and Operation (the “Contract”) of the Transmission Infrastructure to Interconnect the Baja California Interconnection System (BC) with the National Interconnection System (SIN).

The Ministry of Energy issues the manual for the Interconnection of Power Plants and Connection of Load Centers.

Today the Manual for the interconnection of Power Plants and the Connection of Load Centers (the “Manual”) issued by the Ministry of Energy (“SENER”), was published in the Official Federal Gazette. It provides the requirements, describes the process and procedures, and defines the obligations and rights to be observed regarding the requests for interconnection of power plants or the connection of consumer load centers to the National Transmission Grid and General Distribution Grids that are filed with the National Center of Energy Control (the “CENACE”).

The National Hydrocarbons Commission issues call and rules for the second tender of round 3 for onshore oil fields.

On January 25th, 2018 the National Hydrocarbons Commission (the “CNH”) published the call and rules of the second tender for onshore oil fields for Round 3. This bidding process is intended to award license contracts for the exploration and extraction of hydrocarbons in 37 contractual areas or blocks within onshore fields located in the Burgos, Tampico-Misantla, Veracruz and Southeastern Basins.
