On July 20th, 2016 the National Hydrocarbons Commission published in the Federal Official Gazette the call and rules by which the first bidding procedure for Round 2 begins. This bidding process is intended to award production-sharing contracts for the exploration and production of hydrocarbonsin shallow waters located within the oil provinces of Tampico-Misantla, Veracruz and Southeastern Basins in the Gulf of Mexico. The bidding comprises 15 contractual areas or blocks, including some blocks which were not awarded in the first and second bidding procedures of Round 1, where production-sharing contracts were previously awarded

On May 27th, 2015 the constitutional reform for combating corruption was published. This reform created the National Anticorruption System (Sistema Nacional Anticorrupción) (SNA) as a coordinating body among the authorities of all the levels of government for the prevention, detection and sanctioning of corrupt acts. Within a year after the publication of the constitutional reform, the Mexican Congress was required to issue the secondary laws regulating the SNA.
