This week, the Supreme Court of Justice of the Nation (SCJN) has definitively confirmed the Financial Intelligence Unit's (UIF) authority to freeze bank accounts without a prior court order, as well as the mechanism available for affected parties to challenge such measures. While the ruling does not modify the procedure introduced in the 2022 reform, it provides definitive constitucional backing to a mechanism that has long been contested.

Continuing with our analysis of the amendments to the AML/CTF regulatory framework, please be advised that on March 27, 2026, in the evening edition of the Official Federal Gazette (DOF), the decree amending the Regulations of the AML Law was published, effective as of March 28.

On March 17, 2026, the “Resolution whereby the National Energy Commission issues the Model Agreement for interconnection, connection or both, to the National Transmission Grid or the General Distribution Networks for Power Plants, Electric Energy Storage Systems and Load Centers” (the “Model Contract”) was published in the Official Gazette of the Federation (Diario Oficial de la Federación or “DOF”), issued by the National Electricity Commission (Comisión Nacional de Electricidad or (“CNE”).

On March 3, 2026, the Decree amending sections IV and XI of part “A” of article 123 of the Political Constitution of the United Mexican States in order to reduce the workweek (the “Decree”), was published in the evening edition of the Federal Official Gazette and entered into force on the day of its publication.

On February 27, 2026, a judicial precedent was published in the Federal Judicial Gazette (Semanario Judicial de la Federación), declaring that the provision of the Policies and Guidelines for the Development of Due Diligence in Petróleos Mexicanos, its Subsidiary Production Companies and, where applicable, Affiliated Companies, in matters of Corporate Ethics and Integrity (Políticas y Lineamientos para el Desarrollo de la Debida Diligencia en Petróleos Mexicanos, sus Empresas Productivas Subsidiarias y, en su caso, Empresas Filiales, en materia de Ética e Integridad Corporativa) (“Pemex’s Policies”), which prevented Pemex from entering into new contracts with individuals or companies that had a pending lawsuit against Pemex and its companies, is unconstitutional because it violates the principles of legality and legal certainty.

On February 16, 2026, the "Decree granting a tax incentive to film and audiovisual production" (the "Decree") was published in the Official Gazette of the Federation ("DOF"). The objective of the Decree is to encourage the realization of film and audiovisual productions in national territory through a transferable tax credit scheme, with a global annual cap of up to 400 million pesos, in force until September 30, 2030.

On January 28, 2026, the “Guidelines for Mixed-Development Schemes of the State-Owned Public Enterprise, Federal Electricity Commission” (the “Guidelines”) were published in the Official Gazette of the Federation (“DOF”) and were issued by the Federal Electricity Commission (“CFE”).

On January 15, 2026, a Decree was published in the Federal Official Gazette amending several laws, including the Federal Labor Law, to strengthen actions that ensure the principle of gender equality, as well as to prevent and eradicate discrimination and violence against women, which entered into force on the day after its publication.

On January 20th, 2026, the new General Law on the Circular Economy (“LGEC”), as well as several reforms to the General Law on Ecological Balance and Environmental Protection (“LGEEPA”) and the General Law on Waste Prevention and Comprehensive Management (“LGPGIR”) entered into force to establish a clear legal framework that promotes a circular economy in Mexico.

On January 9th, 2026, the National Institute of Statistics and Geography (INEGI) published in the Official Federal Gazette (DOF) the updated daily, monthly and annual values of the Measurement and Updating Unit (UMA), with an increase of 3.69%. These new values will come into effect on February 1st. 2026.
