Freezing of Accounts by the UIF is Constitutional:The SCJN ruling reminds business owners that their compliance programs are key to avoiding UIF measures

This week, the Supreme Court of Justice of the Nation (SCJN) has definitively confirmed the Financial Intelligence Unit's (UIF) authority to freeze bank accounts without a prior court order, as well as the mechanism available for affected parties to challenge such measures. While the ruling does not modify the procedure introduced in the 2022 reform, it provides definitive constitucional backing to a mechanism that has long been contested.

A Collegiate Court Declared that Pemex’s Policy Restricting Contracts with Companies Involved in Litigation is Unconstitutional

On February 27, 2026, a judicial precedent was published in the Federal Judicial Gazette (Semanario Judicial de la Federación), declaring that the provision of the Policies and Guidelines for the Development of Due Diligence in Petróleos Mexicanos, its Subsidiary Production Companies and, where applicable, Affiliated Companies, in matters of Corporate Ethics and Integrity (Políticas y Lineamientos para el Desarrollo de la Debida Diligencia en Petróleos Mexicanos, sus Empresas Productivas Subsidiarias y, en su caso, Empresas Filiales, en materia de Ética e Integridad Corporativa) (“Pemex’s Policies”), which prevented Pemex from entering into new contracts with individuals or companies that had a pending lawsuit against Pemex and its companies, is unconstitutional because it violates the principles of legality and legal certainty.

A tax incentive is granted through a transferable tax credit to film and audiovisual production in Mexico

On February 16, 2026, the "Decree granting a tax incentive to film and audiovisual production" (the "Decree") was published in the Official Gazette of the Federation ("DOF"). The objective of the Decree is to encourage the realization of film and audiovisual productions in national territory through a transferable tax credit scheme, with a global annual cap of up to 400 million pesos, in force until September 30, 2030.

New UMA Values Effective as of February 1st, 2026
